Randy Byers

Executive Chairman and CEO

Mr. Byers has over 35 years of experience in project and construction management, design engineering, recruiting and staffing, scheduling, safety, environmental and regulatory compliance for the pipeline, telecommunications, refinery, construction and energy industries. He has extensive experience dealing with governmental agencies at the city, county, state and federal level. He has developed and operated field services companies and has been responsible for the project management and staffing of field projects. He is familiar with ASME, AWS, ANSI, API standards as well as CFR title 49 parts 192, 195 and 199 codes and specifications. Mr. Byers has worked with pipeline contractors, operating companies, as an inspector and as an executive with pipeline service companies. He is a past President of the Pipeliners Club of Tulsa and is an active member in the club as well as the Houston Pipeliners Association, San Antonio Pipeliners Association, Appalachian Pipeliners Association, Rocky Mountain Pipeliners Club, Pipeliners Club of Oklahoma City, INGAA, The Pipeliners Reunion – Honorary Committee, and API – Northeastern Oklahoma Chapter.

Louis Berezovsky

Chief Financial Officer and Chief Administrative Officer

Louis joined Eagle Infrastructure Services in July of 2013 and leads the Finance and Accounting, M&A, Human Resources, Legal and IT functions. He has more than 25 years of experience in senior financial management positions across a variety of industries including 20 years of working in private equity sponsored portfolio companies. His accomplishments include the completion more than 60 acquisitions as well as multiple recapitalizations and successful sale processes.

Prior to joining Eagle, Louis previously served as EVP and CFO of ABRA Auto Body and Glass, CFO of ConvergeOne and the CFO of AIR-serv.

After receiving his B.S. in Accounting from the University of Minnesota, Carlson School of Management, he began his career at a Minneapolis based CPA firm. He is a Certified Management Accountant (CMA). He has also served as a member of the Board of Directors and as the Chairman of the Finance Committee for the Better Business Bureau of Minnesota and North Dakota since 2012.

Seth Marsolek

Vice President of Business Development

As Vice President of Business Development of Eagle Infrastructure, Seth oversees all executive level marketing and business development strategies, with a focus on commercial culture development and cross-marketing between the Eagle Business Units. Seth has an extensive background in all phases of project lifecycle including more than 14 years of project management, project controls and strategic hiring. Seth works directly with internal Eagle stakeholders to establish competitive pricing and customized, project specific solutions to meet the commercial and operational needs for each of our clients prior to project inception. As Vice President, he also works directly with external stakeholders to ensure our clients needs and expectations are being met and exceeded. Seth holds a degree in Business Administration from the University of Minnesota.

Matt Cheney

President, Applied Consultants

Mr. Cheney has over 18 years’ experience in project and construction management, inspection, recruiting and staffing, scheduling, and safety. Matt began his career in the Oil and Gas Industry with Kodiak Construction in Rock Springs, Wyoming, starting as a roustabout hand & advancing to field supervisor and construction foreman. Matt is a graduate of Brigham Young University with a Bachelor of Science in Construction Management. Matt joined Applied Consultants in 2005 where he has held various positions with Applied Consultants since joining our staff. Matt has served as a Construction Coordinator & progressed as a General Manager, Operations Manager, Vice President of Operations to his current position as President of Applied Consultants. Matt is familiar with ASME, AWS, ANSI, API standards as well as CFR title 49 parts 192, 195 and 199 codes and specifications.

Matt Kesner

President, Cleveland Integrity Services

Mr. Kesner has 32 years of combined experience in the construction, operations, and management side of piping system installations, maintenance, rehabilitation, inspection, quality control, and management in the pipeline industry as well as municipal/civil fields. He began his career working in the pipeline and associated facilities industry for major contractors as a journeyman Apprentice in 1986 before working for a major engineering and construction management firm for over 14 years. He has worked with engineers, owners, and contractors to plan, estimate, bid, schedule and execute quality projects. He began recruiting and staffing in the oil and natural gas inspection industry in 2009 and has successfully progressed through the management hierarchy as a Manager, Sr. Manager, and Vice President of Operations before accepting his present position as President of Cleveland Integrity Services, Inc.

President, Encompass Services

As President of Encompass Services, Mr. Wright has 13 years of experience serving in the chief executive role for industry leading civil survey providers. Beyond that, Mr. Wright has over 20 years of distinguished service with major operating companies such as TransCanada, Northern Natural Gas and Williams Transco in which he served in field and operational capacities. Mr. Wright is a Professional Land Surveyor with over 40 years of industry experience, and is licensed in multiple states throughout the country. Through his guidance and direction, Encompass has grown to over 300 full time employees and over 100 survey crews in under six short years.

Jeremiah Horne

Senior Vice President, Encompass Services

Mr. Horne has 15 years of experience providing civil survey and related services to the energy industry. His professional background began with civil survey field positions on oil, gas and electrical transmission projects across the lower 48 states. Mr. Horne’s responsibilities progressed to leading operational and administrative roles and in 2012 he co-founded Encompass Services. In his current role at Encompass he has responsibility for Safety, Compliance, Human Resources, IT, and Legal. In addition to these responsibilities he also supports the company’s ongoing growth, geographic expansion and other strategic initiatives. Mr. Horne graduated with a Master of Business Administration from the University of Denver.

David Beckmeyer

President, Perennial Environmental Services

David Beckmeyer is an original founder of Perennial Environmental Services and has over 27 years of environmental consulting experience. In addition to his managerial responsibilities at Perennial, he provides oversight on environmental baseline studies, permitting, and inspection projects. David has been part of environmental teams for some of the largest linear energy projects and is highly regarded in the industry as an expert in the permitting and construction of pipeline systems. David has in-depth working experience with the NEPA process and with permit and regulatory compliance activities associated with ecological and physical resource assessments and protection, including mitigation plans and restoration monitoring. David has extensive experience with Section 401 and 404 permitting, Endangered Species Act surveys and consultations, and National Pollution Discharge Elimination System permitting, as well as state and local environmental permitting.

Prior to his tenure at Perennial, David served as an Environmental Project Manager at Williams Gas Pipeline as well as a national environmental consulting firm. Working for both the industry and environmental consulting sides of business has provided David with a unique perspective that has proven valuable throughout his career. He has a Bachelor of Arts degree in Biology from the University of Texas at Austin.

Dennis J. Woods

President, Perennial Environmental Services, LLC

Dennis Woods is an orginal founding member of Perennial Environmental Services and has worked as an environmental professional for over 20 years. In addition to overseeing the day to day operations of Perennial, he has served as part of the environmental team on more than 5,500 miles of linear energy projects and dozens of facilities. In the last 10 years, Dennis has acted as the Environmental Project Manager or Environmental Compliance Manager on the development of over 3,100 miles of natural gas pipeline and over 1,800 miles of liquids pipelines. His personal project experience spans 23 states and the European Union.

Prior to founding Perennial, Dennis held positions as an environmental consultant for a nationally recognized firm and as an environmental specialist at a major North American pipeline company. Dennis holds a Bachelor of Science degree in Biology from the University of Texas at Austin and both a Master of Science degree in Environmental Management and a Master of Business Administration degree from the University of Houston- Clear Lake. Additionally, he currently maintains his registration as a Certified Professional in Erosion and Sediment Control (#5324).

Laura Villa

General Counsel and Chief Compliance Officer

Laura Villa recently joined Applied Cleveland Holdings, Inc. as General Counsel and Chief Compliance Officer. Laura is responsible for the legal affairs of the organization as well as its compliance programs and policies. Laura has practiced law for over 20 years focusing her practice on mergers and acquisitions, commercial transactions, corporate law, international law and employment law.

Prior to joining Applied Cleveland Holdings, Laura served as General Counsel and Chief Human Resources Officer for Linestar Integrity Services, LLC. Laura was Senior Vice-President of Human Resources for Aegion Corporation where she also served as Legal Counsel. Prior to Aegion Corporation, Laura was General Counsel and Director, Human Resources for bioMerieux, Inc. Laura started her legal career in the corporate law department of Armstrong, Teasdale in St. Louis.

Laura graduated from St. Louis University with a B.A. in Political Science and French and obtained her Juris Doctorate from Notre Dame School of Law.

Corporate Director of Human Resources

As a long-time team member within Applied & Cleveland, Jenny Lacy’s position as Corporate Director of HR for Eagle Infrastructure Services comes with a record of implementing new and progressive ideas.

Jenny Lacy joined Applied Consultants in 2006 where she utilized her experience in office administration, software support/development with documentation & instructional writing to enhance Applied’s processes. During her tenure with Applied, Jenny has handled Payroll, Billing, AP, AR, HR, Benefits and P&C Insurance. Having managed in each of those areas, she has spent significant time working with Accounting, Safety & collaborating with Operations.

Jenny is active in the local community, including work as a church youth group leader & volunteering through Partners in Prevention. With Forever Friends, she strives to inspire young girls to develop into leaders by building trusting relationships that transforms lives. She brings the compassion from her life into the work world, making HR more about the human and not just the resource.

Jeff Craig

Corporate Director, Health Safety and Environment

Jeff Craig joined Eagle Infrastructure Services in September of 2018 and leads the Health, Safety and Environmental programs. He has worked in the construction & safety industry since 2006 with a focus on safety management for various major oil and gas companies including but not limited to, Chesapeake, EnLink, Anadarko, Phillips 66, OneOK, Spectra, Select Energy, Koch, Valero, DOW, Kinder Morgan and others in the Haynesville Shale, Woodford, Eagle Ford and Permian Basin. Jeff is an evaluator for NCCER & Veriforce and a commissioned firefighter with TCFP.

Prior to join Eagle Infrastructure Services, Jeff held positions as a safety inspector and Director of Safety role with Applied. He is familiar with NFPA, ANSI, API standards as well as CFR title 49 parts 192, 195 and 199 codes and specifications. Attending both Kilgore Jr. College and Texas A&M University majoring in Biomedical Science and Veterinary Medicine. Today his focus is on safety management, emergency medical services and firefighting.

Corporate e-Business Manager

Gloria joined Eagle Infrastructure Services through Applied Consultants, Inc. in August 2014, as an eBusiness Manager. Gloria is responsible for web-based aspects of business functions which includes digital marketing, website design and development, creative design and technological needs of business. Leads digital team project collaboration for continuous improvement of employment hiring system. Gloria has 12 years of experience in developing interactive websites and project management. Her portfolio includes providing services to educational organizations, business and higher education.

Prior to joining Applied, Gloria was an Instructional Designer for Howard College, a creative director for Lilium Creative Solutions and Indigo Design Marketing in MN. Gloria graduated from Brigham Young University Hawaii with a Bachelor of Science degree and a Master of Education in Instructional Design and Technology from W. Texas A&M University.

On December 10, 2018 - The Pipeliners Club of Tulsa held their Annual Christmas and Awards meeting at the Mayo Hotel Grand Ballroom in Tulsa, OK. Randy Byers, Executive Chairman and CEO of Eagle Infrastructure Services, Inc., was presented with the Pipeliner of the Year award at the meeting. This award was presented in recognition of Mr. Byers contributions to the pipeline industry and his many years of support to the Pipeliners Club of Tulsa.

STS provides third party inspection and integrity maintenance services for midstream customers across North America, employing a range of inspection professionals with extensive classifications including API 1169, 510, 570 Pressure Vessel Consultant, API 610, 620 653 Tank Consultant, Chief and Civil Consultant, Environmental Consultant, NDT Auditor (Level I, II III) and Safety Manager among others. Encompass provides infrastructure surveying, drafting, GIS and right-of-way services, primarily for pipeline infrastructure operators across North America. Perennial provides environmental consulting and inspection services, primarily for pipeline infrastructure operators across North America.

Financial details of the transactions were not disclosed. D.A. Davidson acted as exclusive financial advisor to Encompass and GulfStar Group acted as exclusive financial advisor to Perennial in these transactions.
